Among the 51 US state and DC jurisdictions in EIA's 2025 annual-frequency retail-sales series, which have the highest residential average revenue per kilowatt-hour, and how do the top entries compare with the national residential average?
Methodology
This ranking is computed from RateWatt's stored 2025 annual-frequency EIA retail-sales period. It is a statewide residential benchmark, not a utility tariff.
Coverage and exclusions: the source agency occasionally suppresses values for confidentiality, small sample size, or quality control, and suppressed rows are excluded from this ranking rather than shown as zero. A source revision appears here only after RateWatt ingests and republishes the affected stored period; this page makes no refresh-timing promise.
Data provenance: RateWatt stores the EIA price, sales, revenue and customer fields by state, sector and period. The displayed year comes from the newest annual-frequency period present in that stored series.
Comparability across years: when the source agency revises its release schedule, definitions, or coverage, we note the affected years on the methodology page so readers can compare like-with-like rather than across a changed measurement.

Distribution shape

What this analysis cannot tell us
EIA state-average residential prices are average revenue per kilowatt-hour: total residential revenue divided by residential sales for the selected geography and period. The figure does not reproduce any household's bill, which depends on the serving utility, tariff, fixed charges, taxes, time windows, eligibility and consumption. The source series describes the statewide averages but does not establish why states differ. Annual data also does not preserve monthly variation. This ranking is a same-period benchmark, not a utility quote or a substitute for the current official tariff.
