Average price by ownership class
Who owns a utility tracks its price more closely than most people expect. In the 2024 EIA Form 861 release, Political Subdivision utilities averaged 11.82¢ per kWh across 52 reporting companies, while Behind the Meter utilities averaged 18.96¢ - a gap of 7.1¢ per kWh between the cheapest and dearest ownership class. Cooperatives and municipal systems are not-for-profit and serve their own members or residents; investor-owned utilities answer to shareholders and set retail rates through a state regulatory commission. The averages below are computed across every utility in each class for that release.
| Ownership class | Utilities reporting | Avg ¢/kWh |
|---|---|---|
| Political Subdivision | 52 | 11.82¢ |
| Municipal | 455 | 13.03¢ |
| Cooperative | 622 | 14.14¢ |
| Federal | 2 | 14.20¢ |
| Retail Power Marketer | 57 | 14.79¢ |
| State | 9 | 14.92¢ |
| Investor Owned | 183 | 17.36¢ |
| Behind the Meter | 139 | 18.96¢ |

How to read these figures
- Each price is revenue divided by sales across a utility's bundled residential customers for the full year, an average, not a rate schedule.
- Presence in EIA Form 861 is not evidence that a utility serves a given address or that a customer may choose it.
- Per-customer annual usage is RateWatt's arithmetic: reported residential sales divided by reported residential customers.
Every figure on RateWatt is rendered directly from official U.S. Energy Information Administration (EIA) data, no number is typed in by an editor. Prices, customer counts and sales are reported by EIA Form 861 (2024). Per-customer annual usage and the ownership-class averages are RateWatt's arithmetic on those reported columns. See our editorial standards & corrections policy, the methodology behind these numbers, or report a data error. Data current as of 2025.
