Average price by ownership class

Who owns a utility tracks its price more closely than most people expect. In the 2024 EIA Form 861 release, the customer-weighted average across Federal utilities was 13.27¢ per kWh (2 reporting companies , 27.7K customers), while State utilities averaged 22.29¢ - a gap of 9.0¢ per kWh between the cheapest and dearest ownership class. Cooperatives and municipal systems are not-for-profit and serve their own members or residents; investor-owned utilities answer to shareholders and set retail rates through a state regulatory commission. Class averages below weight each utility by its residential customers in that release, the same population definition as the Form 861 US customer-weighted average on each utility page (never an equal-utility mean).
