Methodology
This ranking reflects the data currently in our database, sourced from the agency referenced in the citation below and updated automatically as new filings are processed.
Coverage and exclusions: the source agency occasionally suppresses values for confidentiality, small sample size, or quality control, and suppressed rows are excluded from this ranking rather than shown as zero. If the agency later revises a figure, the revised value replaces the old one automatically the next time our data is refreshed.

What this analysis cannot tell us
EIA state-average residential prices reflect the weighted average price paid by residential customers in each state across all utility tariffs. The figure does not reflect any individual household's bill, which depends on the household's specific utility, rate class, time-of-use schedule, and consumption profile. Hawaii's elevated price reflects the cost of importing fuel oil to an island grid that lacks interconnection with the mainland system, not a policy outlier. Annual data smooths over the substantial monthly variation seen in markets with seasonal pricing or fuel-cost adjustments. This ranking does not predict any household's actual bill, does not represent retail competitive market choices in deregulated states, and is not a substitute for checking the live tariff with the local utility.
