It is a comparable statewide benchmark, not an estimate of an individual household's utility bill.

Compare this ranking with the state electricity-rate table before drawing conclusions. A high bill can come from a high rate, high household use, or both. States with hot summers, cold electric-heated winters, larger homes, or energy-intensive housing patterns can have a high average bill even when their rate is not the highest. Conversely, a low rate does not guarantee a low bill if households use more electricity.

What this does not measure

It divides each state’s annual residential electricity revenue reported to the EIA by its reported residential customers, then divides by 12. It is a statewide average revenue per customer per month, not a quote for any one household.

Why can a state with a low electricity rate still have a high average bill?

A bill reflects both the rate per kilowatt-hour and how much electricity households use. Climate, home size, electric heating, air conditioning, and local building efficiency can change consumption enough to outweigh a low rate.
